On December 15th 2006, the Heads of State and Government of the ICGLR member states met in Nairobi and adopted the Pact on Peace, Stability and Development in the Great Lakes Region. The Pact entered into force on 21st June 2008. 
The 11 ICGLR member states are : Angola, le Burundi, Centrafrican Republic, Congo, DRC, Kenya, , le Rwanda, Sudan, Tanzania, Uganda and Zambia.
